I am a lawyer in private practice in Washington, DC. I
focus on civil matters and, particularly, civil matters that involve the
construction and application of federal law.
I have particular interests in the legal, political, and
economic arrangements between islands and indigenous peoples and the metropolitan powers with which
they are affiliated and in the related issues of autonomy, self-government, and
federalism.
I have worked for many years with Pacific islands jurisdictions and
have
special expertise in legal problems in the relations between those jurisdictions
and the United States. I also advise businesses and firms with interests
in the Pacific islands. I have extensive research experience in
the Library of Congress, the National Archives of the United States, the
Archives of the Trust Territory of the Pacific Islands, and the
agencies of the U.S. federal government.
In recent years, I have worked mostly on Native American issues,
especially those arising under the Indian Self-Determination Act.
