Welcoming America's Newest Commonwealth

Welcoming America's Newest Commonwealth was published in 1985.  In 1993, the Office of the Solicitor in the U.S. Department of the Interior issued a three-volume report, The Application of Federal Laws in American Samoa, Guam, the Northern Mariana Islands, [and] the U.S. Virgin Islands. 

Mrs. Ruth G. Van Cleve was the author of that report.  An attorney, Mrs. Van Cleve had been the Director of the Department of the Interior's Office of Territorial Affairs from1964 to 1969 and again from 1977 to 1980.

Mrs. Van Cleve's study commented on earlier research that had been done on the application of federal laws to these insular areas, including Welcoming America's Newest Commonwealth (which she called the Northern Marianas Report):

I have benefitted greatly from this earlier research.  The Northern Marianas Report in particular contains explorations of legal issues in great depth, and much of its report is the equivalent of the law review articles I have not attempted to compose. The Northern Marianas Report is in my view carefully done and effective presented.
